While the one featuring UP Police shows a police constable comforting an old man by offering him a drink, the one that features Kerala Police, shows an officer kicking a topless man.
The intent is to show that both UP Police (where BJP government is in power) and Kerala Police (where Left Democratic Front is ruling) treat Hindu pilgrims differently. It is being claimed that the people being dealt with by respective police forces in the photos are Hindu devotees.
The photos with false context were tweeted by @mahesh10816, who implied that BJP has done a lot for Hindus.

None of the civilian being shown in the photos is a Hindu pilgrim. While the UP Police is comforting a random old man as a part of their ‘Elders First’ drive in the state, the Kerala Police was beating up a CPI-M protester.
VERIFICATION AND METHODOLOGY
A simple reverse-image search of both the photos on Google yielded their original source and the context.
The photo of Kerala Police thrashing a topless man was taken five years ago in September 2013, when Kerala had a Congress led UDF government, with Oommen Chandy as their chief minister.
The man being kicked by Police was a 32-year-old CPI-M worker Jayaprasad, who was protesting against Chandy in Thiruvananthapuram.
A police case was registered against sub-inspector Vijayadas for carrying out the brutal physical assault.

As far as the photo of UP Police showing care towards old man is concerned, it was tweeted by the official account of UP Police on May 25 this year.

There is no mention of the elderly man being a devotee or Hindu by UP Police. It is possible that his saffron-coloured clothing made the fake news peddler conclude that he is a Hindu pilgrim.
Times Fact Check has found photo of Kerala Police beating up a man to be an old one, where a Left supporter was kicked and not a Hindu pilgrim. Similarly the photo where UP Police is comforting an old man had got nothing to do with him being a pilgrim. It was part of UP Police ‘Elder First’ drive.
